The 11 August oil spill has undoubtedly affected the lives of thousands
of residents of Guimaras and Panay islands. Despite our efforts to provide alternative
livelihood (through the Cash-for-Work program) and shoreline clean up operations, we
recognize that there is a pressing need for more comprehensive and sustainable solutions
to the affected livelihood and ecosystem.
In this light, Petron has forged partnerships with various expert groups:
environmental, academe, national government, NGOs, etc. These partnerships are sought
to develop long-term socio-economic rehabilitation plans for the people and province
of Guimaras.
Petron is tapping experts from Silliman University,
UP Visayas and Dr. Josette Biyo of the Philippine Science High School of Iloilo to develop the
appropriate responses to rehabilitate ,the affected mangroves, seaweed farms, and fisheries areas.
A major Scientific Congress is being scheduled in November to gather these institutions and experts
under the supervision of the University of the Philippines in the Visayas and the World Wildlife
Fund to come up with the appropriate protocols, oil spill contingency measures as well as mitigating
activities for the Guimaras oil spill.
Likewise, in partnership with the non-governmental organizations
such as the Philippine Business for Social Progress (PBSP) and the Young Professionals Earth
Friendly Network (YP-NET), Petron is working with the Provincial Government of Guimaras and the
Department of Social Welfare and Development (DSWD) to develop and consolidate proposals for
livelihood opportunities in the affected areas.
Through Petron Foundation, on the other hand, we are in the process of
replicating our flagship program called Project H.O.P.E. (Helping Filipino Children
and Youth Overcome Poverty through Education) in Guimaras. This kicks off from the
Sa Aklat Sisikat (SAS) Reading Program
which will run from October 2006 until the 1st quarter of 2007.
The oil spill incident only underscores the need for stronger partnership
as only through concerted efforts can we realize the hope of restoring and possibly improving
the lives of the affected communities.
